How tell if USB is functioning as USB2.0

I am considering buying new scanner to increase scan speed. I
understand that USB speed is key limitation. I'm running Win98SE on
1.7GhZ Intel D845WN motherboard. My machine has the file USBHUM.SYS on
it. HOW CAN I TELL IF MY USB PORTS CAN RUN AT THE HIGHER USB2.0 SPEED?
